NM Oil and Gas Waste "WATR" Petition

NM oil and gas companies are looking to the Water Quality Control Commission to change the rules about what they can do with fracking and drilling waste water... again... because the WQCC just set a rule last year that's barely taken affect... and is currently under appeal. But that hasn't stopped a "new" industry group from pushing the WQCC to consider another round of rulemaking anyway.
